North Carolina's Child Restraint Laws
Children under age 5 and less than 40 pounds must ride in a weight-appropriate child safety seat that meets federal motor vehicle safety standards at time of manufacture.

If the vehicle is equipped with an active front passenger-side airbag, children less than 5 and less than 40 pounds must be secured in the back seat.

Children under age 16 must ride in a weight appropriate restraint system no matter where they sit.

The law applies to all passenger vehicles with both in-state and out-of-state registration. Driver is held responsible. Fine is $25, plus court costs.

Driver's License
As a new North Carolina resident, you have 60 days to apply for a North Carolina driver's license. The examiner is in a mobile unit outside the Community Services Building in Hayesville on the 4th Wednesday (8 a.m. to 5 p.m.) and Monday-Friday from 1 p.m. to 5 p.m. in the office in downtown Murphy. 828-837-8656. You will need your out-of-state license, SS card, proof of NC insurance, proof of address and you will be required to take a written test & eye exam.

Automobile Tags
New North Carolina residents have 30 days to apply for a NC license plate. You will need your title or registration or a bill of sale and proof of insurance. New car owners have 7 days after purchase to apply for a tag. The tag office is located in the Hayesville Auto Parts Store on the Town Square. 828-389-8133.

Seat Belt Laws
All drivers and front seat passengers must wear a seat belt or be in a child safety seat.

Driver is held responsible if unbuckled passenger is under 16 years of age.

Violators can be stopped by law enforcement if not buckled up.

Fine is $25.

EDUCATION
Clay County School System
 

The Clay County School System is located in the beautiful mountains of Western North Carolina. It is a small, rural school system of approximztely 1,250 students. There are three schools in the county located on a single campus. The campus boasts a beautiful outdoor education facility, complete with a pond, boardwalk, soil testing station and a variety of native tress, shrubs, plants and wildlife.

Hayesville Elementary is a K-4 school of approximately 400 students. Hayesville Middle School is a 5-8 school with approximately 400 students and Hayesville High School is a 9-12 school with approximately 400 students. All schools are accredited by the North Carolina State Board of Education and Hayesville High School is accredited by the Southern Association of Colleges and Schools.

Test scores are consistently in the top 10% of all schools in North Carolina. Hayesville Elementary has been rated Exemplary every year since the ABC's began. The Pre-School program is flourishing and accepts every child in Clay County that wishes to be included.

Hayesville Middle School has been classified either a School of Distinction or School of Excellence every year since the ABC's began.

Hayesville High School consistently has the best SAT scores of any school in the area. In 2002, Hayesville High School had a SAT average of 1034 with an amazing 75% of the graduating class taking the SAT Exam. We currently have students at Harvard, Duke, MIT, UNC-Chapel Hill, Georgia Tech, West Point Military Academy, Naval Military Academy and the Air Force Academy, as well as many other two and four year colleges across the nation. Hayesville High School offers a balanced curriculum in all disciplines, including art, music and foreign languages including Japanese and Latin.

The Athletic program at Hayesville High School is an integral part of school life. The Hayesville High School Athletic program is consistently one of the best in the Smoky Mountain Conference and has been very successful at the state level with State Championships in baseball, basketball, track and cross country.

The entire campus is connected with fiber optics that allows high-speed T-1 connections to the Internet into every classroom, Pre-K - 12. The campus has six "30 station" computer labs for instruction as well as individual computers in every classroom, K-12. No other school system in the state has this kind of Internet accessibility.

Safe daily bus transportation is offered to all students. Hot breakfast and lunch is available for all students and After-school care is offered to students grades K-8.

Facilities are exceptional at all schools. All three schools have been built new or completely renovated since 1988. The citizens of Clay County overwhelmingly passed a bond referendum in 1986 with an 87% positive vote to support new schools. Community support for the schools is very strong.

Clay County Schools has a highly qualified, well-trained staff with nurturing, caring attitudes. Our ission is to develop lifelong learning skills in all students.

Entrance Requirements:

A child entering kindergarten must be five years old on or before October 16th and have a health assessment before entering school. A child entering the first grade must be six years old on or before the same date. A copy of the child´s birth certificate must be taken to school in order to register the child. Transfer students should bring their most recent report card or transfer slip to verify grade.

The following basic immunizations are required:

  • 5 DPT ? (diptheria, tetanus, pertussis (whooping cough) Fifth dose must be on or after fourth birthday. If the fourth dose is administered on or after the fourth birthday, only four are required.)
  • 4 oral polio vaccines ? The fourth dose must be administered on or after the fourth birthday. If the third dose is on or after the fourth birthday, the fourth dose is not required.
  • 1 Red Measles ? on or after the first birthday
  • 1 Rubella (German Measles) shot
  • 1 Mumps vaccine

A certificate of immunization must include the following:

  • Name of child and date of birth
  • Name and address of the parent(s) or guardian
  • Sex of the child

Beginner´s days are held each spring at school to help parents prepare children for entry in the fall. Parent(s)/guardian should contact the school for more information.

Tri-County Community College
Tri-County Community College, a member of the North Carolina Community College Systems, offers technical, college transfer, and continuing education courses on campuses in Murphy and Robbinsville. A wide variety of planned educational programs lead to certificates, diplomas or associate degrees. Adult basic education and developmental studies are also available. Day, evening and weekend courses are provided as well as a child care facility (main campus) for student convenience. Both campuses have advanced information technology, including computer labs with internet access, student email accounts and distance learning facilities. HUMANE SOCIETY
The Valley River Humane Society is an advocate for animals in Cherokee, Clay, Graham, and parts of Swain County. The Society tries to find responsible homes for unwanted dogs and cats, investigates and intervenes in cases of animal abuse and neglect, conducts public education campaigns about the importance of spaying and neutering, and provides animal control services for the counties it serves.
 

The Humane Society operates an animal shelter located between Murphy and Andrews on U.S. Hwy. 19/129, approximately five miles north of Walmart.

The Humane Society Thrift Shop, located behind the Valley Village Shopping Center in Murphy, helps to support the shelter. Many local veterinarians honor the low-cost spay/neuter certificates that can be obtained through the Humane Society. The Happy Paws program, a limited no cost spay/neuter program, is aided by area merchants who place banks in their businesses to cover surgical expenses.

Meetings for the Humane Society are held at 6:30 p.m. on the first Tuesday of the month at the Penland Senior Center in Murphy. Additional information is available by called the shelter at 828-837-2304.

HUNTING AND FISHING INFO
Two of the area's largest pastimes are hunting and fishing. The rivers, streams and lakes of the southern Appalachian Mountains are home to at least a dozen species of game fish including rainbow trout, brown and brook trout, largemouth and small mouth bass, crappie, walleye, catfish, and bluegill. The presence of both warm and cold-water game fish makes western North Carolina a land of never-ending variety for the fisherman. Game available in the county include: deer, boar, turkey, squirrel and rabbit. To hunt or fish in North Carolina, the purchase of a license is required. In order to show entitlement to licenses issued by the Wildlife Resources Commission, persons exercising the privilege of any license shall carry and show to any Wildlife Enforcement officer upon request a picture identification card which includes the holder's correct name, address, and date of birth. (NCDL or DMV ID card is acceptable.)

As of July 1, 1991, a person, regardless of age, may not purchase a hunting license or hunt in North Carolina without producing a certificate of having completed a hunting safety course or have a copy of a hunting license, or signing a statement that they had a license. Chatuge Regional Hospital, Hiawassee, Georgia 

Chatuge Regional is a 42-bed acute care hospital with a 112-bed nursing home located on East Main Street in Hiawassee, Georgia. CRH provides general medical and surgical services, a 24-hour emergency room staffed with qualified physicians, a state-of-the-art ICU/CCU, and a variety of diagnostic services.

The hospital also boasts a specialty clinic which is comprised of quality medical specialist. These include urology, ophthalmology, dermatology, podiatry, gastroenterology, and allergy. The Hiawassee Heart Center opened in 1999. This full-time cardiology clinic is a partnership between CRH, Emory Heart Center, and Cardiac Disease Specialist. This clinic offers a wide variety of diagnostic and consultive services.

There are two medical clinics affiliated with Chatuge Regional Hospital: Chatuge Primary Care and Young Harris Family Medicine. All of the practices offer easy access to quality healthcare professionals.

Southwestern Health Systems, Murphy, North Carolina

Murphy Medical Center, located on Highway 64 East outside Murphy, North Carolina, serves residents of southwestern North Carolina, north Georgia and east Tennessee.

As a full-service center nationally accredited by the Joint Commission on Accreditation of HealthCare Organizations, MMC has 56 physicians on its medical staff and includes a 50-bed hospital, a 120-bed long-term health care facility and four professional physicians buildings. Built in 1979 and renovated in 1996-1998, the medical center houses a new Emergency Department, Intensive Care Unit, Rehabilitation Wing, Same Day Care Unit and Labor and Delivery Department. The Emergency Department is staffed by physicians 24-hours a day.

Southwestern Health Systems also provides a variety of health screening programs to Murphy, Hayesville and surrounding communities. Additionally, the center provides a modern Birthing Center and Women's Health programs as well as medical services in Cardiology, Orthopedics, Obstetrics and Gynecology, Family Practice, Pediatrics, ENT Physical, Occupational and Speech Therapy, Radiology, Pulmonology, Gastroenterology, Internal Medicine, General Surgery, Laser and Laparoscopic Surgery, Urology, Oncology, Ophthalmology, and Podiatry. Special services are also available including Cardiac Rehabilitation and an Educational Resource Center available to the staff and public.

Smoky Mountain Center for Mental Health, Developmental Disability, and Substance Abuse Services

Smoky Mountain Center (SMC) is a public agency providing mental health, substance abuse, and developmental disability services to children, adolescents, and adults in Western North Carolina. Most services offered by Smoky Mountain Center are provided based on an individual's or family's ability to pay. SMC also accepts Medicaid, Medicare, and other third party insurance. Individuals may self-refer or be referred by other health care professionals, Social Services agency staff, or family and friends.
